AWS SNS Spoke missing from Application Manager after uninstalling from wrong scope

Hi Community,
I am facing an issue with the AWS SNS Spoke.
I accidentally installed the AWS SNS Spoke while my session was set to the "Human Resources" scope. Realizing this was a mistake, I uninstalled the spoke with the intention of reinstalling it while in the Global scope.
Now that the uninstall is complete, the AWS SNS Spoke has completely disappeared from the System Applications > All list. I have searched for "SNS" and "AWS" under the "All", "Not Installed", and "Available" tabs, but it is no longer showing up.
What I've tried:
Searching v_plugin.list (It doesn't show as available for install there).
Switching my scope to Global and refreshing the App Manager.
Checking "Deleted Applications" (I see records there, but I am hesitant to delete or touch them as I don't want to cause further system issues).
Question:
How can I force the instance to "see" the AWS SNS Spoke again so I can perform a clean install in the Global scope? Is there a safe way to refresh the Store entitlement ?
