Before business rule is not running when this schedule job inserting record in the Remediation table

I have created before insert/update business rule to assign the assignment group based on the support group of Configuration item however while manually running the schedule job the business rule is running but when system runs this job then business rule is not running and assignment group is not assign to any group.
