best practice to create mandatory fields is UI policy why?

I heard that best practice to create field as mandatory is UI policy and not client script. Why is it so?

Can you please let me know performance issues if any?

hi,

suppose,

u r import the user data, that time name is the mandatory field but u didn't  write the name field value without writing name field so that time i want does not import my data in that time u write the data policy it's good practice.
