Building Custom Components for UI Builder without using the CLI.

Is there a way to create custom Components for use with UI Builder directly in the ServiceNow platform? I have been searching the web and have found nothing, but Chat GPT and Gemini seem to think this is possible by activating the "com.glide.ui.ng.whitelisted" plugin, which goes by the supposed name "Now Experience UI Framework - Custom Components". This plugin is supposed to install the sys_ux_component table and a Filter Nav module called "Now Experience Framework -> Custom Components", but the plugin doesn't seem to exist in my PDI. Perhaps it needs to be requested for an enterprise instance? The documentation I have found says custom components can be developed using the CLI, but I would like to avoid that if there is a simpler way to do it.
