When using an Advanced Business Rule, what is the difference between using the Filter Conditions on the When to run tab and using the Condition field on the Advanced tab. Do they work interchangeably? Is it better to use one over the other?

Condition builder is a no code approach.
Condition within BR advance is low code approch.
