Business rule to run when conditions change and meets when to run

Hi Team,

I have written business rule when resource plan is empty users cannot submit time card. Now whenever user submits time card and correct resource plan is not available , then it aborts action. After that if PM creates a plan and updates, Can users use same pending time card to submit hours, because currently I have before BR on Update level to verify this and they have to delete it and resubmit. Is it possible to make them use same pending time card to be submitted by changing any conditions in BR

that's how the business rule will work.

let them delete and re-submit.

You should not change the BR conditions unless there is a requirement.

Thanks for response. yes I have mentioned same to management. But requirement is to make them stay of time card and submit it after updates. Please suggest how to achieve this
