In case of scheduled imports, what will happen if the file is not updated on the server. For example, i have a daily import of user data (updates), which reads the file from Mid server. If the file on Mid server is not updated for a week, will ServiceNow import the same file and create respetive import sets every day?

-- For Scheduling data import you an refer above while import set a tool that is used to import data from various data sources (JDBC, HTTP/FTP,XML, Excel etc). Link http://wiki.servicenow.com/index.php?title=Import_Sets#gsc.tab=0 should help.
3.when will we use "Scheduling Data Imports" ???
-- When records need to be uploaded/imported on daily/regular basis. Common eg. would be import of CI's/ Users etc.
