can not edit request on the related list on change ticket

Hi All,
When itil user click on the edit button to the request tab on change request related list it showing and error message.
The error message is "Unable to execute UI Action because user does not have permission to create the current record"
Can anyone help me how to remove the restriction for itil user.

It seems user doesn't have write access to the related list table or the parent field on request table
