Canceling change request should move to Draft state

Currently the Cancel UI action on the Change request form set the state to Closed - Cancelled.

We have a requirement that, when we cancel, the CR should revert back to the draft state so that we can update the CR and resubmit.
How to do this ?

Cancel means , life cycle of change is over and If you click on cancel change UI action, it will cancel only. It is violation if by cancelling you are bringing the chnage in draft state.

Also depend from which state you are cancelling the change.
