Cannot commit Update Set because : " Update scope id is different than update set scope id "

Update set Preview Problem error shows description as " Update scope id is different than update set scope id ". Available Action shows option as "Skip remote update".

Need to have one update set for each scope that you are touching in your change, cannot have multiple scopes within the same update set.
