Can you try this?
Go back to lower instance,
create a new updateset,
modify the label of the field and save
Modify back to the original label and save
close the updateset
and deploy the new updateset again to test

Hi,
Couple of options you can try. Navigate to "sys_documentation" table and then try updating the Field Label for the one it's not getting updated in your case.
If this does not works, would suggest you to export the same field from some other instance and then try importing it back.
Lastly log an ticket with ServiceNow HI team as I have seen in past both the above options sometimes does not works and it's an issue at the database level where a ServiceNow engineer to update their database for it to work properly.
Hope this help. Please mark the answer as helpful/correct based on impact.
