Cannot Launch DEV Instance for "ServiceNow Administration Fundamentals" Course"

I am trying to complete the self-paced "ServiceNow Administration Fundamentals Course" and move on to the Capstone but am unable to launch my Personal Dev Instance (PDI) per the instructions. I made the request several times and get similar results. I get the email confirmation with the PDI credentials with links to launch the PDI. I sometimes get to a login page (https://dev145838.service-now.com) and log in with creds provided but I always end up on the App Engine Studio Page (https://dev145838.service-now.com/now/appenginestudio/home) where I only get options to start building apps. This does not seem to be related to finishing the course or maintaining an instance I can continue to practice on.  I am using my work laptop primarily (VPN off) but have tried same and failed on my personal laptop as well, cleared browser cache, tried Edge and Chrome, and reset my instance several times (got new email with new instance number) from my profile on the App Engine Studio page to which I am logged in with SSO. Am I doing something wrong or miss something along the way. I should be getting a built instance to continue to practice with, correct? See attached snapshots. Thanks.
