Capability to filter them by specific time ranges within a day(in report filter conditions)

The existing report currently allows filtering incidents based on specific days but does not provide the capability to filter them by specific time ranges within a day. Our objective is to categorize incidents based on the opened by groups within designated shifts:
APAC: 6 AM – 2 PM IST
EMEA: 2 PM – 10 PM IST
AMERS: 10 PM – 6 AM IST (next day)
Ex: I have chosen the time ranges indicated below; however, the report will display today's data. If we access the report tomorrow, it should reflect the incident tickets from the 15th. My goal is to ensure that the report conditions dynamically adjust according to the specified shift timings.
I would appreciate your assistance with this report.

Thank you for your reply. I would like to address a minor detail regarding the date filter range.
For example, the client wishes to generate a report that includes date ranges with specific times for the locations mentioned earlier (opened on or after the 14th at the specified times for those locations).

There is no OOTB capability to update the time dynamically
for that you will have to use a custom solution
1) run a scheduled job just before the shift starts and change the report filter condition from sys_report

Can we write script to change reports filter condition?
