Catalog Builder Update Sets in "Complete" state

Hi, we like the ServiceNow Catalog Builder, and we allow Service Owners to use it on our DEV environment. Once they publish their work, the automatically created update set is in the state "Complete" which causes some trouble in our deployment process. Is there any way to change this behavior? I am asking because in our process, we might need to do certain modifications / corrections, etc. once a Service Owner finished its work via Catalog Builder. Many thanks for your help!
