I understand there can only be 1 technical owner of a catalog request, but is there a way to grant my teammates access so they can make changes if I am OOO? They can find the request if they search for me as the technical owner, but they receive an error if they try to open it to edit.

You can explore the Granular Delegation module, which allows you to grant access during OOO and on specific tables.
