Catalog Items in Order Guide not kicking off under certain value

I created an onboarding order guide in which the rest of the catalog items should kick off as soon as the first one is completed. When I choose "Contractor" from employee/contractor field, this is what it looks like:
But when I pick Employee from that field this is how the sequence of the catalog items go:
For some reason the other catalog items won't start at all. I have no conditions in my Order Sequence except that everything should start as soon as the LAN ID catalog item is completed:
Does anyone notice the issue here and why they are not working the same?
