Catalog Items not visible on Service Portal

Hello Folks,
In our instance, users are able see catalog items in ESC but not on Service Portal, on SP users can see categories but when click on category no catalog items are visible, and there are no user criteria that is restricting, if there is such.. users will not be able to see catalog items on ESC too, but this issue is only in SP.
What could be the possible cause? how to fix it?
Any help is appreciated.
