Catalog visible to some departments

Hello developers, I need some suggestions where my catalog should be visible for certain departments. I need access to 2 users from this department. Is there any other way to do this other than oob functioanlity in related link 'Available'. Any help is highly appreciated. Thanks!

You can do via User criteria named as Available For / Available Not For as suggested.
