Change short description before 30mins of custod date time field

Change the short description of a problem ticket 30 minutes before a time set in a custom date/time field, i have  created a custom date field and created every posible way to check the requirement by using below method.
Event - After Business Rule- Script Action
can you provide a solution for this

script action should work as you can mention when should the event be processed

please share your script action and also how are you triggering the event i.e. BR?
