ChangesTo not working when changed by another business rule

Hello,
My Before Update "Send Survey" business rule works fine when the field from "When to run" conditions is updated manually through Incident form.
But when I update the field from this condition using another business rule, the field is changed (conditions are met) but "Send Survey" Business rule is not fired.
Here is the actions from that other BR, but like I said, it works fine:
What am I doing wrong here?
