Client Id and Client Secret for my Snow Instance

Hello All,
I am an automation program manager. My team is trying to develop an event triggered automated solution for one of our client. We are trying to use IBM Appconnect to bridge Snow with the automation tool.
In order to establish a successful connection we need the following information
*URL: [URL for ServiceNow REST APIs]
*User Name:
*User Password:
*Client Id:[ServiceNow client identifier]
*Client Secret:[ServiceNow client secret]
We know how to get the URL, Username and password but unaware of how to acquire the client ID and client secret. I've spoken to the in house service now team and they are not aware of this as well. I created a new dev instance and tried to find it myself but can't seem to find these options.
Can anyone please help what these items are and how to find them?

just confirming , are you consuming service-now url in other tool?
you are not configuring oauth details in service-now ?
if you go to the servicenow you need to create oauth as Create endpoint for external clients
please refer the below doc link for further details.
