No, you cannot use a COE Security Policy to hide an HR service during case creation. [1]

How COE Security Policies Work

• After Creation Only: COE security policies control who can view or modify existing HR cases after they are already created.

• No Effect on Dropdowns: They do not filter, restrict, or hide options in the HR Service picker/dropdown field when an agent is creating a brand-new case
