Configure when the Problem task generate

I need to change when the problem task as generated. I'm not sure where this is done at in the workflow or BR. I need some assistance. it needs to produce when the problem is in the new state instead of the RCS.

I will say use Flow designer, that will below code/ no code and easy to maintain.

If there is problem task that are already being generated at the stage RCA. Im trying to configure those to change stages. There is no flow currently for this task so where are they typically configured because FD is not where it is.
