Connection Refused

Hi , I am using PUT method to update the short_description from Java program. But it is giving "Connection to https://dev14659.service-now.com:443 refused" exception. Please help me in that.

are you sure servicenow is throwing out this error and everything is fine with java prog which is triggering call?


Can you please tell me the user used for authentication is having valid roles?
