did you check the user is satisfying the query BR on that table if any?

is this happening with admins or non-admins?

There's no Query BR on this able. It's happening for both Admins & Non-Admins.

are you sure you are verifying for the correct records?

can you check this for other table by deleting few records?

I am verifying for the correct records. And, have tries to delete records in the other table, it is working as expected.
