Create an OAuth JWT API endpoint for external clients

I followed the instructions in the link: https://docs.servicenow.com/bundle/rome-platform-security/page/administer/security/task/create-jwt-e... 

In order to get access token , but the API according to the example:

Is failing - on "invalid_grant" error. 

 

While if I will put also username and password - it will work when grant_type is "password" . 

 

But I would like to create an access token and avoid putting username and password. 

Anyone - encounter it and can help ?
