create approvals from scheduled job

I have to create approval and assign to two users and if one approves it is approved. Is there a way o set this up using scheduled job?

The best way to create approvals (inserting new entry in sysapproval_approver table is by using Flows/Workflows.

if you requirement is to trigger approval based on certain condition, if you can use the condition in Flows / Workflows.
