Creating a default filter for the Impacted user and for the Caller fields on incident form

Hi All,
I have a requirement where on clicking the magnifying glass for the "impacted user" field on the incident form.
The users window that pop up has to contain a default filter . How can this be achieved?
Note:(I tried setting the default filter for sys_user table..it is working fine whenever i open the users table directly ..facing the challenge with this approach).
