Creating a survey record only when the survey URL is clicked on resolution email

I'm looking for a way to adjust our surveys to be sent out under the resolution email of our incidents, but to only create the survey when that URL is actually clicked.

Reasoning behind is the wish to give users the option to fill in a survey on every single incident resolution email, but not generate X amount of surveys that will stay empty, 'flooding' the system.
Removing any unsubmitted surveys after expiration is not preferred for multiple reasons, as such the ask to prevent creation of unless intent is shown to complete the survey by clicking on the URL.

Sent out the Resolution email on incidents including the Survey URL. < For this I found an option to modify the Service Portal Survey page to search for an assessment by record sys_id, but from my understanding this will still create a record on every single resolution email sent.) 

What can be/is there an option to combine the URL on every Resolution email with only triggering the actual record creation when/if the URL is clicked?
