Creating Notifications

Hello, Community.
I am required to create notifications for my app's users.
One of requirement is:
Request Status and State Changed:
When: Caller/Opened for reply to the request.
Audiences: Assigned to, Watch list.
Subject: Finance Request #FIN0000022 state changed.
Content: Request details and link to open the request.
 
From my point of view, two notifications should be created: one for "Assigned to" and one for "Watch list". Who can give me advice on what I should do with the "When" requirement?

Your when is not very clear.

Request Status and State Changed:

When: Caller/Opened for reply to the request.

Bit confused with above 2 statements.

 

Do we need to trigger notification when state changes or when caller/opened for replies.

 

If 2nd case then replies to what n how?

Previously, I created an email submission request with the subject with word "Finance" which automatically generated a new request in my app. Also, users get notifications about this, and after responding to the notification, the body text applies as an additional comment to the request. Now I have a requirement to create a new notification when Requestor/Opened for reply to the request.
