Cross scope privileges issue with Execute operation for Script Include "ServiceSubscriptionUtils".

Hi Team,
I have the solution for this issue.
We haven't seen this issue previously and the application was running smoothly. We were able to execute all the operations in the application. Suddenly last month these issues started occurring around cross-scope privileges.
Does anybody know why these issues occurring suddenly?
Is there any ServiceNow update due to this issue coming?
One of my instance is on the Utah version another one is on Vancour.

Did you check any change in table configuration in both the instances?
