I need to deactivate or modify the OOB ACL rule with readonly protection policy...
Did anyone faced this type of issue or suggest me how to overcome this..
Information message - "This item is read-only based on its protection policy." Due to this i can't make change on this ACL rule

Simply add a new ACL that grants the access that you need your users to have.
If you really want to try and disable it you could try using a script to update the record or you could try and export it to XML, update the XML and then import the updated XML. But I'm reasonably sure both of those options are not going to work.

Hi @Suresh Kathavar ,
the simple answer is we can't make changes to read only files
you need to raise a case with servicenow case for this
I think only users with maint role can make changes to the protected files
try to create one more ACL to grant access
