where can i find this delegated admin option and what is the use of it.

No need of any plugins, you can check in related list of user profile with name Delegates. Screenshot attached.

Apologies, missed the mention.

You need to enable the application administration.

I have a new PDI, so not enabled yet, let me get back to you on this later.
