Delete Action missing from "Actions on selected rows..."

In various lists, checking the checkbox on multiple items, then going to the "Actions on selected rows..." pull down menu, the "Delete" function is no longer available (since Tokyo for sure). The only option is the "Delete with preview"

I have tried adding Edit List ACL for "admin" role as well as modifying the delete ACL. No change.

How can I get the "Delete" function back?
