Delete operation against ''x_y_record' from scope 'rhino.global' has been refused due to the table's cross-scope access policy in servicenow

We tried by checking the can Delete checkbox to true in the application access but that doesnt work.The record is deleted succesfully but it throws error in this way.Can anyone help to fix this alert issue?

Have you checked your Cross Scope privileges? (Application Navigator - System Applications -> Application Cross Scope Access)
