Digital Portfolio Management, Custom List Button

Hello everyone, 
I am trying to add "Edit" and "New" button on list within Digital Portfolio Management.
Initially those button are not there as you can see on the first picture, but someone shared with me that they can be added.
How can I make them visible or add them ?

You need to create the UI Action and need to add on workspace.
