is there a way to disable the auto assignment of tickets? It's causing problems and it's not something we are going to ever be able to use.

This way of assignment in my opinion is much better than using a Business Rule.
1/ There you can Check for Conditions to apply or to not apply
2/ You can do direct and simple assignments, also you can run complex scripts
3/ Easy to check, customize and maintain.
For sure, It makes very simple which using Business Rules will be a nightmare.
