Does plugin activation get captured in update set?

I noticed whenever a plugin is activated it gets captured in "Default" update set though i have selected the current update set in update set picker to the one i have created.

Need your inputs. Kindly suggest.

Plugins cannot be recorded into an update set ..you need to manually update that in another instance..
