Does plugin activation get captured in update set?

I noticed whenever a plugin is activated it gets captured in "Default" update set though i have selected the current update set in update set picker to the one i have created.
Need your inputs. Kindly suggest.

Hi Rein,
Here is my two cetns to the question
Plug in is custom functionality to an instance come with configuration and demo data and plugins some times associated with cost
even though activation gets captured default update set, it cannot be moved across the instances. Licensing cost will get impacted if not.

For checking which entries will be captured within an Update Set , follow bellow instructions..
1.Navigate to the sys_dictionary.
2.Personalize the list to include the Attributes column.
3.Filter on Attributes is update_synch=true.
the tables which have the update_synch=true attribute will be captured.
