Email Notification is Not triggering to 1 User

I have user who is not getting any Email notification when the Incident is assigned or created.

I checked the email logs and nothing is shown on user name but the email notification are going to users who belong to same team.

Please help how to trouble shoot

his notification are enabled in User Module
