Email receiving on Inactive users

Hi folks,
I am investigatign an email notification on inactive users trying to understand how ServiceNow process the emails when they are recieved. My experiment has shown that if a user is marked inactive and there is an incoming email against that user, it appears that no email record (in sys_email table) is created. I have a thought that this might relate to Inbound Action Script, Inbound Email Actions - ServiceNow Wiki , but but wondering if you could advise?
If the email still needs to be received on that user, is this possible without any changes to OOTB scripts like business rules?
