Error for Mandatory Attachment Catalog API REST Call

Dear Team,

We are using ServiceNow Service Catalog API to order and submit HR cases for record producers.  But, in one of the record producer is having attachments variable and it's mandatory to variable level. 

While, attachments are not asking for mandate at the time of submission at portal but when we are ordering from REST API call for that item, it's throwing error message.

since that variable is mandatory at variable config level REST API call will block and is OOTB expected behavior.

Now when your user is raising the item from portal is that variable not coming as mandatory?

Any client script OR UI policy is making it non-mandatory?
