I am getting a new error stating "Error MessagePart of the query on sys_user has been ignored because of insufficient access for 'query_match' operation on sys_user.active". I am able to find the access control that is being referenced (though there are 3 named sys_user.active that populate). What steps should I take to resolve this?

this is due to May 2025 patch from ServiceNow
-> you should create query_match ACL for that field i.e. User.Active and give snc_internal role
check this
Part of the query on sys_user has been ignored because of insufficient access for 'query_range'

I am not seeing the "Create New" or "New" button on the ACL page. Is there a plugin I am missing?

you should have security_admin role and then you can elevate your role and then create a new ACL
You can click preferences and elevate
