ESC portal - custom page

Hello, I have a request to create a custom page in the ESC portal that contain simple text and button that redirect to this link 

"/esc?id=hrm_todos_page"
how can I achieve that ?

you will have to create a custom widget and in that widget show text and link

Then include that widget in a custom page

this should be an easy task
