Event Queue record has proccessed but no email is getting triggered.

We have a requirement to send notification to certain users when an incident is created under particular CI. Earlier it has handled via process where it involves multiple custom tables and customizations. Now we are trying to optimize the process, As part of that, we are creating an even queue from the flow designer with deatils of event name, table, instance, state = ready, and parm1(to whom email has to be sent). At the starting it was working fine while testing, after sometime it is creating a record in eventqueue and state is changing to processed but notification is not triggering.
Any idea what would be the reason for this?
