Facing issue with translation

Identified an issue where some recently made changes on the ABC catalog item(created two choices x and y for list collector variable referencing to Question choice table) are not visible for Japanese and other language users. while I'm going through the issue I found there are no records created for different languages in Translated Name / Fields however for the previous choices system created Translated Name / Fields records for other languages
can someone please let me know what could be the issue and how to create other language records in Translated Name / Fields

A simpler way to translate catalog item is, change your system language to Japanese and then open the catalog item and change the label for each field with the Japanese translation, it will create the translation records automatically and will not affect the catalog item for other languages.
