Flow Designer For Each find zero records

I have a Flow that triggers from a Catalog Item.  The first action is to get the variables, which is successful.  One of the variables is to provide a list of Users.  When I use a For Each loop to process the User records, nothing happens.  Reviewing the logs shows that the Get Variables finds the correct user records, but the log for the For Each processes 0 of 0 records.  How do I get the Eor Each loop to see the records provided by Get Variables?

I cannot provide screenshots due to company requirements?
