Flow designer page not found error

The flow designer feature comes with platform. But sometimes on fresh glide pull the flow designer page is not found. The the menus of flow designer like settings, active flow, today's execution, designer are present in left navigation in platform. 

However this problem goes after fresh clone of glide. I don't understand the behaviour of this.

I found one workaround that is:

If you have maint(admin) access to the application then in platform navigation...go to install application. From there select install application from nexus and from dropdown select glide-flow-designer. and install. This will install the flow designer.
