Footer in service portal behaving badly!

We have a footer in our service portal.

When you login, you can see the footer fine. But, if you then navigate to another page, the footer disappears. If you then refresh the page, the footer reappears!

Does anyone have any ideas on this and any possible fixes?

Are there any script errors when you refresh the page, or navigate to another page? If there are, maybe they're preventing the footer from loading.
