Get all potential parent incidents for a new incident in incident table

How can I get a list of all incidents in the incident table that can act as a parent incident?

Or alternatively, how can I validate if a given incident can act as a parent incident for a new incident in the incident table.

few pointers

  • if incident is active and not closed then this can be added as parent for any INC.
  • incident that is already linked as a child should not act as a parent
  • The parent incident must not itself be a child incident of another record to avoid loops
